About the Author:
Dr. Dhanabir Laishram is a Guest Faculty Member, Indira Gandhi National Tribal University (IGNTU) (Regional Centre Manipur). He is working as an Associate Professor in Regional College and former Guest Faculty Member, Dept. of Political Science, Manipur University. He, born in 1954, hails from the unique village of Thongju in Manipur.

He has travelled widely. In 1977 he participated in the Working Groups for Indigenous People at the United Nations in Geneva. He participated in the working groups again in 1999 and 2000. He got ESPERANTO learning in 2001 in Netherlands. He went to Thailand in 2001 and Shan states in Myanmar in 2005 to study genesis of Tai people. He is a member of Universal Esperanto Association, Netherlands. He was also one of the members of NEPI (North East People Initiative).

Dr. Dhanabir Laishram has published seven books and several articles on various aspects of North East India in national and international journals. He is also very popular permanent columnist of "The Poknapham" and "The People's Chronicle."

Governments have come and Governments have gone in these sixty-seven years. All of them talked about food security, poverty elimination and more employment. But in India more than two lakhs fifty thousand farmers were committed suicide since 1991. As we know that Manipur is very small state having nearly 27 lakhs of population, but very difficult to understand. It is really fail state. Even from political theory, one can identify it as fragile state because it has full of negative indices such as: Electoral rigging and irregularities, protest demonstration by use of violence, anomic disturbances under-ground activities and armed attacks, political defections for selfish gains (before Anti Defection Bill was passed), fragmentation of political parties, suppression of dissent, Idolisation of the rulers, glorification of the official ideology, political assassinations, politicisation of the armed forces, commitment of public services to the line of ruling party, wide corruption and maladministration, concentration of powers, mass killing and large scale migration of both internal and external.

These are because of failure of administration and not having good governance. The administrators both permanent and political executive are heeding to bring development of state without development of their administration. It would also be one of the important factors of the causes of political violence in Manipur. Now the pertinent question is how it had been happened and deeply rooted to the administrative units of Manipur. The answer should be, these are coming from political environment, in which whether people are really possess the participant political culture or parochial in character. In short civil society could not control the political society instead they are in the trap of depoliticisation in this neo-liberalism. On the other hand people of valley possess mixture of both participant and subjective political culture while hill people associate with mixture of participant and parochial political culture.

Basically, political environment is the demands of the people which should be channelized through political communications like mass media, political parties and pressure groups. It should come to polity after checked by the political debate in between ruling elites and opposition parties, mainly best parliamentarians. Then it will be discussed in the house and finally made decision. It becomes the input and fall again to political environment. In short the people are working as attentive public in the political environment, which has to work in the political system. Political actor means having interaction and reaction with the existing system. But in democratic system if the people are not attentive and working as good actors the dream of good governance will be a far cry because success leis to partnership with civil society. So the third way (CSO) has to play an important role along with state and market in governance and development. The major question is that how far it could be possible in democratic institution without democratic politics or social democracy.

Viewed politically then, New Economic Policy (LPG) in India is likely to appear different from what it does within traditional government and dichotomy of civil society as unsuccessful partnership. The present study is one of such kind to attempt the short fault of it particularly in Manipur, which is being beset many vexed problems. It is descriptive and analytical type of research work. It needs to be taken for how it is happened: exploratory in nature and tentative in conclusion. However, the study is an attempt at a departure of a major kind. If the issues that have come up in the course of the study are taken up, contested and carried forward by greater minds, its objective will be fulfilled.

The concept and issues of security is and has always been a major area of debate and discussion both at the theoretical as well as the practical level. However, the debate for long continued to be based on the bi-polar phenomenon and security was seen only in term of protection and preservation/defence of state territorial boundaries and core values. This book, although do not provide fresh evidence, makes arguments that would urge one to understand the problem of security from different perspective and is an attempt to provide a framework for analyzing security problem especially of third world and particularly small state.

This book has attempted to study the security of South Asia in the changed international environment and its bearing on the sovereignty, security and stability of the state by undertaking a case study of Sri Lanka. The security environment of South Asia has experienced significant change consequent to the end of the Cold War, emergence of globalisation and demand for greater democratisation as well as assertion of sub-nationalist groups. Such changes in the international and domestic milieu have posed tremendous challenges to the state necessitating a reorientation of its foreign policy outlook and relations.

The book has analysed the changes and shifts as well as continuities in the structure of the international, regional and domestic milieu and tried to conceptualise the imperatives it posed to the state to protect its sovereignty, identity, stability and security. Thus in order, to understand these developments the book analyses the major patterns and trends and the challenges, and the responses of the state to these changes and challenges. It therefore, analyses the major policies adopted by Sri Lanka to offset these challenges by undertaking an historical analytical approach as it draws from the past and makes comparison with the present context to delineate the trends and patterns of state behaviour and policies.

The book also discusses the development that led to the creation of the Federal Party (FP) and to their demand for autonomy and parity of status of Tamil language. The failure of successive government to negotiate a political solution by accommodating their demands aggravated the problem leading them to demand for separate state by the young militant group LTTE led by Velupillai Prabhakaran. The LTTE had led the war for separation too far, and all attempts at devolution of power were rejected by the LTTE. The Norwegian efforts which culminated in various rounds of talks also failed as the LTTE laid down conditions which were not acceptable to the Sri Lankan.

The LTTE was not willing to negotiate for anything short of a separate state, nor had it made efforts to design a concrete proposal for peace. It should have realised that post 9/11 developments have led the international community to take strong stand against terrorism. Therefore, with it tendency to drag its feet in resolving the crisis the international community was bound to empathise with the Sri Lankan government. On the other hand, the alliance of the PA and the JVP poses doubts over the future of the peace process. The JVP’s opposition to market driven economy/liberalisation, devolution and talks with the LTTE could be the potential area of new tension that could emerge in the future.

From the brief discussion, one theme which stands out as common is that the security problems and issues of a state cannot be understood without reference to factors and issues emanating from all the three levels. Security is therefore determined by the combination of the security of individual/civil society, states, regional and international system. Furthermore, it is evident that Sri Lanka’s security concern was not governed by any given framework. It evolved with the changing nature of the international and regional system as well as the challenges emanating from the domestic milieu, particularly the attempt to establish a national identity, economic development and allocation of resources to its citizens.

The security problem of Sri Lanka was mainly domestic in nature. Therefore it is imperative that the political order be restructured to provide participation and better representation of the minorities and also evolve an economic planning system that would generate growth and enable the state to equitably distribute resources and opportunities. However, with the economic stagnation and slow process of peace (rehabilitation now) there are doubts that the conflict may end either like Cyprus, Pakistan or Yugoslavia.

About The Book
To understand the concept of non-traditional security threats especially illicit drug trafficking and narco-terrorism, this book heavily depends on secondary sources and available literature in this regard. Furthermore, in order to lend clarity to the study it adopts the case study method by restricting the study to the analysis of three countries. The most widely accepted as well as the conventional research techniques are not easily applicable to the research on terrorism and drug trafficking. For instance, field research, surveys, and personal interviews are difficult due to the dangerous and secretive nature of the subject-matter. Therefore, the methodological problems that hinder any studies that focus on politically infected and structurally inconsistent subjects are also common to this book. 

The concepts of narco-terrorism, illicit drug trafficking and terrorism are more difficult to research in comparison to many other social science issues. Because of this dilemma, very few courageous journalists and academicians have been able to visit such areas and conduct field research to collect data on these issues. Therefore, unlike social surveys it is very difficult to undertake a particular methodology for addressing such issues. However, this cannot be used as an excuse for not adopting any research methodology but effort has been made in the direction of adopting certain scientific methods. Moreover, the analysis of the book is further complicated with the non-availability of reliable data.

Data on Illicit drug trafficking and narco-terrorism is practically nonexistent due to the illegal, clandestine and political nature of the phenomenon. We have dependent on secondary data – books, journals, newspapers and websites. The Governmental institutions; such as The Drug Enforcement Agency and Federal Bureau of Investigation, such agencies which are created to combat drug problem usually collect and organize a great deal of useful and reasonably reliable data.

There are also international organizations that possess massive amounts of valuable information on the drug phenomenon. Most prominent among these international organizations are the United Nations Drug Control Programme (UNDCP), the International Narcotics Control Board (INCB), Interpol, the World Health Organization and the World Customs Organization. There are also nongovernmental organizations and independent institutes that are engaged in drug related research, including the European Monitoring Center for Drugs and Drug Addiction.

Among these sources, for the purpose of this book, UNDCP and INCB data is preferred. Data on terrorism, on the other hand, is more qualitative than quantitative. In fact, books and articles on terrorism frequently have plainly evident biases. Moreover, unlike the drug issue, there is no active international organization that may be used as a source of neutral data. However, there are a few national administrations that have valuable data on the issue. Nevertheless, it may not be easy to obtain such information from these national administrations. Most importantly, an enormous amount of scholarly thought on terrorism exists, providing precious information and intellectual explanations of terrorism.

Similarly, regarding narco-terrorism, there is a great difficulty finding valid sources on the drug-terrorism\insurgency nexus. Because of the political nature of the problem, highest care has been taken regarding the selection of sources. To avoid bias, a cross validation of the literature has been attempted by checking the allegations made in one work with several other sources. This process requires the use of a broad selection of sources, a feat that has been attempted in spite of an extreme deficiency of sources. This book is also based on analyzing existing literature particularly secondary data.

Overall this book draws from both primary and secondary sources relating to non traditional security threats in international relation study and shall also employ both quantitative and qualitative methods wherever possible. Furthermore, much of the data collected are from secondary source that is from writings in various books, journals and newspaper. The method of content analysis is also adopted to draw out inferences to pertaining non-traditional security threats.
